Contractors State License Board Recognizes Monterey County District Attorney’s Office
Partnership reduces criminal activity, protects consumers
SACRAMENTO — The Contractors State License Board (CSLB) recognized and made a special presentation to the Monterey County District Attorney’s (MCDA) office at its Board meeting in Monterey on April 13, 2011, for the success of a new pilot program to identify, investigate and prosecute unlicensed contractors and contractors who do not carry appropriate workers’ compensation insurance for their employees.
"This outstanding partnership strengthens CSLB’s efforts to uphold the integrity of the construction industry while protecting consumers from unscrupulous operators," said CSLB Board Chair Lisa Miller-Strunk. Chair Miller-Strunk thanked District Attorney Dean D. Flippo, who was present for the ceremony that honored employees from his office, as well as CSLB Investigator David Leary for helping to establish the program in Monterey County.
Also receiving Certificates of Recognition were Monterey County Deputy District Attorney Carol Reed, DA Investigator Martin Sanchez and DA Investigator Chuck Hahn, who investigate and prosecute workers’ compensation insurance fraud for MCDA.
The program enables each agency to contact the other if contracting or workers’ comp insurance violations are discovered that are outside the scope of the initial agency. Following an investigation, MCDA then files charges alleging violations of both areas of the law. "This cooperative effort has resulted in more complete and efficient investigations and prosecutions," said District Attorney Flippo, "and helps assure that those engaged in multiple areas of fraudulent conduct do not escape full accountability."
The partnership discovered that of the cases initially investigated as unlicensed contractor cases, 75 percent did not carry workers’ compensation insurance. CSLB has, so far, replicated this program in eighteen other California counties.
