Stiff Fines Looming for Storm Water Discharge Violators

Classes scheduled to address compliance with new permits


SACRAMENTO -The Contractors State License Board (CSLB) is reminding licensees that beginning July 1, 2010, general engineering and other contractors working on one acre of land or more will have to file new permits approved by the State Water Resources Control Board (SWRCB). The new permits regulate the amount of allowable storm water discharge from construction sites to ensure sediment doesn’t negatively impact the quality of rivers and streams.

If runoff exceeds acceptable limits, violators could be fined up to $37,000 per day. Among the new requirements are: controlling runoff, preventing fuel and oil leaks, containing fertilizers and top soil, and making inspections and repairs during storms.

Online registration is available at http://www.waterboards.ca.gov/academy. Click on the schedule button on the left side of the computer screen to locate class dates, times and locations. Many of the classes are full, but you can sign up on a waiting list.

A private firm and the Napa County Stormwater Pollution Prevention Program are conducting a class on April 5, 2010, from 9:00 a.m. to 1:30 p.m. at the Napa Public Library. That class has a $125 registration fee.
