Contractors State License Board Appoints New Registrar
SACRAMENTO — The Contractors State License Board (CSLB) chairman announced on December 14, 2000, the appointment of Stephen P. Sands as Registrar of the Contractors State License Board. Mr. Sands will begin as Registrar on January 1, 2001.
"Steve's strong background in administration and his intimate knowledge of state government and the legislative process proved to be a positive combination for this leadership position. He is committed to consumer protection and to the essential job of licensing and regulating the construction industry," said CSLB Board Chairman Joseph Tavaglione.
Mr. Sands has had an extensive career with the California Department of Consumer Affairs, most recently and since 1986 as the Executive Officer of the California Architects Board. Additionally, he has managed a systems support unit and legislative unit in the California Department of Consumer Affairs.
While Executive Officer of the California Architects Board, Mr. Sands directed the activities of the Board and Landscape Architects Technical Committee, as well as served and consulted with a ten-member policy board. Mr. Sands earned a Bachelor of Science degree from the United States Air Force Academy and a Masters degree in Public Administration.
The Registrar oversees approximately 500 employees and serves as the executive officer to the 15-member policy board. The Contractors State License Board was established in 1929 and is part of the California Department of Consumer Affairs. It regulates and licenses the state's 278,000 contractors in the building trade professions.
